How Do Energy Prices, and Labor and Environmental Regulations Affect Local Manufacturing Employment Dynamics? A Regression Discontinuity Approach
نویسندگان
چکیده
Manufacturing industries differ with respect to their energy intensity, labor-tocapital ratio and their pollution intensity. Across the United States, there is significant variation in electricity prices and labor and environmental regulation. This paper uses a regression discontinuity approach to examine whether the basic logic of comparative advantage can explain the geographical clustering of U.S. manufacturing. Using a unified empirical framework, we document that energyintensive industries concentrate in low electricity price counties, labor-intensive industries avoid pro-union counties, and pollution-intensive industries locate in counties featuring relatively lax Clean Air Act regulation. We use our estimates to predict the likely jobs impacts of regional carbon mitigation efforts. * Kahn: UCLA and NBER. Institute of the Environment, La Kretz Hall, Suite 300, 619 Charles E. How Will Climate Change Policies Affect Domestic Manufacturing?
The pollution haven hypothesis suggests that unilateral environmental regulation could cause adverse “competitiveness” impacts on domestic manufacturers as they lose market share to foreign competitors and relocate production activity – and emissions – to unregulated economies. This is particularly troubling in the case of mitigating climate change, a global pollution externality, where there a...

Energy as one of the factors of production along with labor and capital has an important role in development and social welfare. Due to the pollution of non-renewable resources and its negative impact on welfare, the use of renewable resources can improve social welfare by eliminating pollutants. In this study, the effect of renewable and non-renewable energy consumption on social welfare of de...
